Hebrews 9:13

13 For if the blood of goats and bulls, and the sprinkling of defiled persons with the ashes of a heifer, sanctify[1] for the purification of the flesh, (Le 16:14; Nu 19:2; Nu 19:17)

New International Version

13 The blood of goats and bulls and the ashes of a heifer sprinkled on those who are ceremonially unclean sanctify them so that they are outwardly clean.

New International Reader’s Version

13 The blood of goats and bulls is sprinkled on people. So are the ashes of a young cow. They are sprinkled on people the law called ‘unclean’. The people are sprinkled to make them holy. That makes them ‘clean’ on the outside.
