English Standard Version

3 for they could not keep it at that time because the priests had not consecrated themselves in sufficient number, nor had the people assembled in Jerusalem— (Ex 12:6; Ex 12:18; 2Ch 29:17; 2Ch 29:34; 2Ch 30:24) 

New International Version

3 They had not been able to celebrate it at the regular time because not enough priests had consecrated themselves and the people had not assembled in Jerusalem. 

New International Reader’s Version

3 They hadn’t been able to celebrate it at the usual time. That’s because there weren’t enough priests who had set themselves apart to the LORD. Also, the people hadn’t gathered together in Jerusalem. 

King James Version

3 For they could not keep it at that time, because the priests had not sanctified themselves sufficiently, neither had the people gathered themselves together to Jerusalem.
