31 He also made temples on high places and appointed priests from among all the people, who were not of the Levites. (1Ki 13:32; 1Ki 13:33; 2Ki 17:32; 2Ch 11:14; 2Ch 13:9) 

New International Version

31 Jeroboam built shrines on high places and appointed priests from all sorts of people, even though they were not Levites. 

New International Reader’s Version

31 Jeroboam built temples for worshipping gods on high places. He appointed all kinds of people as priests. They didn’t even have to be Levites. 

King James Version

31 And he made an house of high places, and made priests of the lowest of the people, which were not of the sons of Levi.
