1[1] Then I looked up, and there before me was a man with a measuring line in his hand.2I asked, ‘Where are you going?’ He answered me, ‘To measure Jerusalem, to find out how wide and how long it is.’3While the angel who was speaking to me was leaving, another angel came to meet him4and said to him: ‘Run, tell that young man, “Jerusalem will be a city without walls because of the great number of people and animals in it.5And I myself will be a wall of fire around it,” declares the Lord, “and I will be its glory within.”6‘Come! Come! Flee from the land of the north,’ declares the Lord, ‘for I have scattered you to the four winds of heaven,’ declares the Lord.7‘Come, Zion! Escape, you who live in Daughter Babylon!’8For this is what the Lord Almighty says: ‘After the Glorious One has sent me against the nations that have plundered you – for whoever touches you touches the apple of his eye –9I will surely raise my hand against them so that their slaves will plunder them.[2] Then you will know that the Lord Almighty has sent me.10‘Shout and be glad, Daughter Zion. For I am coming, and I will live among you,’ declares the Lord.11‘Many nations will be joined with the Lord in that day and will become my people. I will live among you and you will know that the Lord Almighty has sent me to you.12The Lord will inherit Judah as his portion in the holy land and will again choose Jerusalem.13Be still before the Lord, all mankind, because he has roused himself from his holy dwelling.’

A Vision of a Man with a Measuring Line
1[1] And I lifted my eyes and saw, and behold, a man with a measuring line in his hand! (Eze 40:3; Re 11:1)2Then I said, “Where are you going?” And he said to me, “To measure Jerusalem, to see what is its width and what is its length.” (Zec 1:16)3And behold, the angel who talked with me came forward, and another angel came forward to meet him (Zec 1:9; Zec 1:19)4and said to him, “Run, say to that young man, ‘Jerusalem shall be inhabited as villages without walls, because of the multitude of people and livestock in it. (Es 9:19; Isa 49:19; Jer 31:27; Zec 12:6; Zec 14:10)5And I will be to her a wall of fire all around, declares the Lord, and I will be the glory in her midst.’” (Ps 125:2; Isa 4:5; Zec 9:8)6Up! Up! Flee from the land of the north, declares the Lord. For I have spread you abroad as the four winds of the heavens, declares the Lord. (Isa 48:20; Eze 5:10; Eze 17:21; Zec 7:14)7Up! Escape to Zion, you who dwell with the daughter of Babylon. (Isa 52:11)8For thus said the Lord of hosts, after his glory sent me[2] to the nations who plundered you, for he who touches you touches the apple of his eye: (De 32:10; Jer 12:14)9“Behold, I will shake my hand over them, and they shall become plunder for those who served them. Then you will know that the Lord of hosts has sent me. (Isa 11:15; Isa 19:16; Eze 33:33; Eze 39:10; Zec 4:9; Zec 6:15)10Sing and rejoice, O daughter of Zion, for behold, I come and I will dwell in your midst, declares the Lord. (Le 26:12; Ps 40:7; Isa 12:6; Eze 37:27; Zep 3:14; Zep 3:15; Zec 8:3; 2Co 6:16)11And many nations shall join themselves to the Lord in that day, and shall be my people. And I will dwell in your midst, and you shall know that the Lord of hosts has sent me to you. (Isa 2:2; Zec 2:9; Zec 2:10; Zec 8:22)12And the Lord will inherit Judah as his portion in the holy land, and will again choose Jerusalem.” (De 32:9; Hab 2:20; Zec 1:17)13Be silent, all flesh, before the Lord, for he has roused himself from his holy dwelling.
