The Message of Salvation to All
5For Moses writes about the righteousness that is based on the law, that the person who does the commandments shall live by them. (Le 18:5; Ne 9:29; Eze 20:11; Eze 20:13; Eze 20:21; Mt 19:17; Lu 10:28; Ro 7:10; Ga 3:12)6But the righteousness based on faith says, “Do not say in your heart, ‘Who will ascend into heaven?’” (that is, to bring Christ down) (De 30:12; Ro 9:30)7“or ‘Who will descend into the abyss?’” (that is, to bring Christ up from the dead). (Heb 13:20; Re 9:1)8But what does it say? “The word is near you, in your mouth and in your heart” (that is, the word of faith that we proclaim); (De 30:14)9because, if you confess with your mouth that Jesus is Lord and believe in your heart that God raised him from the dead, you will be saved. (Mt 10:32; Lu 12:8; Ac 2:24; Ac 16:31; 1Co 12:3; Php 2:11; 1Pe 1:21)10For with the heart one believes and is justified, and with the mouth one confesses and is saved.11For the Scripture says, “Everyone who believes in him will not be put to shame.” (Ro 9:33)12For there is no distinction between Jew and Greek; for the same Lord is Lord of all, bestowing his riches on all who call on him. For Isaiah says, “Lord, who has believed what he has heard from us?” (Isa 53:1; Joh 12:38; Ro 3:3; Heb 4:2)17So faith comes from hearing, and hearing through the word of Christ. Indeed they have, for “Their voice has gone out to all the earth, and their words to the ends of the world.” (Ps 19:4; Mt 24:14; Mr 16:15; 1Th 1:8)19But I ask, did Israel not understand? First Moses says, “I will make you jealous of those who are not a nation; with a foolish nation I will make you angry.” (De 32:21; Ro 11:11; Ro 11:14; Tit 3:3)20Then Isaiah is so bold as to say, “I have been found by those who did not seek me; I have shown myself to those who did not ask for me.” (Isa 65:1; Ro 9:30)21But of Israel he says, “All day long I have held out my hands to a disobedient and contrary people.” (Isa 65:2)

Warum ist Israel nicht zum Glauben gekommen?
16Aber nicht alle waren dem Evangelium gehorsam. Denn Jesaja spricht: »Herr, wer glaubte unserm Predigen?«17So kommt der Glaube aus der Predigt[2], das Predigen aber durch das Wort Christi. (Joh 17:20)18Ich frage aber: Haben sie es nicht gehört? Doch, es ist ja »in alle Lande ausgegangen ihr Schall und ihr Wort bis an die Enden der Welt«19Ich frage aber: Hat es Israel nicht verstanden? Als Erster spricht Mose: »Ich will euch eifersüchtig machen auf ein Nicht-Volk; über ein unverständiges Volk will ich euch zornig machen.« (De 32:21)20Jesaja aber wagt zu sagen: »Ich ließ mich finden von denen, die mich nicht suchten, ich offenbarte mich denen, die nicht nach mir fragten.« (Ro 9:30)21Zu Israel aber spricht er: »Den ganzen Tag habe ich meine Hände ausgestreckt nach einem Volk, das sich nichts sagen lässt und widerspricht.«
