2 and on Hamath also, which borders on it, Tyre and Sidon, though they are very wise. (Jos 19:28; 1Ki 8:65; Isa 23:1; Jer 49:23; Eze 28:3) 

New International Version

2 and on Hamath too, which borders on it, and on Tyre and Sidon, though they are very skilful. 

New International Reader’s Version

2 The LORD will judge Hamath too. It’s next to Damascus. He will also punish Tyre and Sidon even though they are very clever. 

King James Version

2 And Hamath also shall border thereby; Tyrus, and Zidon, though it be very wise.
