Romans 2:14

14 For when Gentiles, who do not have the law, by nature do what the law requires, they are a law to themselves, even though they do not have the law. (Ro 1:19)

New International Version

14 (Indeed, when Gentiles, who do not have the law, do by nature things required by the law, they are a law for themselves, even though they do not have the law.

14 Gentiles do not have the law. Sometimes they just naturally do what the law requires. They are a law for themselves. This is true even though they don’t have the law.
