English Standard Version

33 to him who rides in the heavens, the ancient heavens; behold, he sends out his voice, his mighty voice. (De 10:14; De 33:26; 1Ki 8:27; Ps 18:10; Ps 29:4; Ps 46:6; Ps 104:3) 

New International Version

33 to him who rides across the highest heavens, the ancient heavens, who thunders with mighty voice. 

New International Reader’s Version

33 He rides across the highest places in heaven. He rides across the ancient skies above. He thunders with his mighty voice. 

King James Version

33 To him that rideth upon the heavens of heavens, which were of old; lo, he doth send out his voice, and that a mighty voice.
