Proverbs 28:3

3 A poor man who oppresses the poor is a beating rain that leaves no food. (Mt 18:28)

3 A ruler[1] who oppresses the poor is like driving rain that leaves no crops.

3 A ruler who treats poor people badly is like a pounding rain that leaves no crops.
