2 Now there was no water for the congregation. And they assembled themselves together against Moses and against Aaron. (Ex 17:1; Nu 16:19; Nu 16:42) 

New International Version

2 Now there was no water for the community, and the people gathered in opposition to Moses and Aaron. 

New International Reader’s Version

2 The people didn’t have any water. So they gathered together to oppose Moses and Aaron.
