22 And whoever swears by heaven swears by the throne of God and by him who sits upon it. (Mt 5:34; Mt 21:25; Re 4:2) 

New International Version

22 And anyone who swears by heaven swears by God’s throne and by the one who sits on it. 

New International Reader’s Version

22 And anyone making a promise in the name of heaven makes a promise in the name of God’s throne and the one who sits on it.

22 And he that shall swear by heaven, sweareth by the throne of God, and by him that sitteth thereon.
