English Standard Version

12 The kings of the earth did not believe, nor any of the inhabitants of the world, that foe or enemy could enter the gates of Jerusalem. (Isa 52:15; Isa 53:1) 

New International Version

12 The kings of the earth did not believe, nor did any of the peoples of the world, that enemies and foes could enter the gates of Jerusalem. 

New International Reader’s Version

12 The kings of the earth couldn’t believe what was happening. Neither could any of the peoples of the world. Enemies actually attacked and entered the gates of Jerusalem. 

King James Version

12 The kings of the earth, and all the inhabitants of the world, would not have believed that the adversary and the enemy should have entered into the gates of Jerusalem.
