English Standard Version

28 and has lived in desolate cities, in houses that none should inhabit, which were ready to become heaps of ruins; 

New International Version

28 he will inhabit ruined towns and houses where no-one lives, houses crumbling to rubble. 

New International Reader’s Version

28 They’ll live in towns that have been destroyed. They’ll live in houses where no one else lives. The houses will crumble to pieces.
