28 Concerning Kedar and the kingdoms of Hazor that Nebuchadnezzar king of Babylon struck down. Thus says the Lord: “Rise up, advance against Kedar! Destroy the people of the east! (Jud 6:3; Isa 11:14; Isa 21:16; Isa 60:7; Jer 49:14; Jer 49:31; Eze 25:4; Eze 25:10)

28 Concerning Kedar and the kingdoms of Hazor, which Nebuchadnezzar king of Babylon attacked: This is what the Lord says: ‘Arise, and attack Kedar and destroy the people of the East. 

New International Reader’s Version

28 Here is what the LORD says about the people of Kedar and the kingdoms of Hazor. Nebuchadnezzar, the king of Babylon, was planning to attack them. The LORD says to the armies of Babylon, ‘Prepare for battle. Attack Kedar. Destroy the people of the east. 

King James Version

28 Concerning Kedar, and concerning the kingdoms of Hazor, which Nebuchadrezzar king of Babylon shall smite, thus saith the LORD; Arise ye, go up to Kedar, and spoil the men of the east.
