19 Stand by the way and watch, O inhabitant of Aroer! Ask him who flees and her who escapes; say, ‘What has happened?’ (De 2:36; Jos 13:9; 1Sa 4:13; 1Sa 4:16; Na 2:1) 

New International Version

19 Stand by the road and watch, you who live in Aroer. Ask the man fleeing and the woman escaping, ask them, “What has happened?”

19 Stand by the road and watch, you who live in Aroer. Ask the men who are running away. Ask the women who are escaping. Ask them, “What has happened?” 

King James Version

19 O inhabitant of Aroer, stand by the way, and espy; ask him that fleeth, and her that escapeth, and say, What is done?
