13 “Woe to him who builds his house by unrighteousness, and his upper rooms by injustice, who makes his neighbor serve him for nothing and does not give him his wages, (Le 19:13; Le 25:39; De 24:14; Isa 5:18; Mic 3:10; Hab 2:12; Jas 5:4) 

New International Version

13 ‘Woe to him who builds his palace by unrighteousness, his upper rooms by injustice, making his own people work for nothing, not paying them for their labour. 

New International Reader’s Version

13 The LORD says, ‘How terrible it will be for King Jehoiakim! He builds his palace by mistreating his people. He builds its upstairs rooms with money gained by sinning. He makes his own people work for nothing. He does not pay them for what they do.

13 Woe unto him that buildeth his house by unrighteousness, and his chambers by wrong; that useth his neighbour's service without wages, and giveth him not for his work;
