23 Yet they did not listen or incline their ear, but stiffened their neck, that they might not hear and receive instruction. (2Ch 30:8; Jer 5:3; Jer 7:24; Jer 7:26; Jer 11:10; Ac 7:51) 

New International Version

23 Yet they did not listen or pay attention; they were stiff-necked and would not listen or respond to discipline. 

New International Reader’s Version

23 But they did not listen. They did not pay any attention to me. They were stubborn. They would not listen or pay attention when I corrected them. 

King James Version

23 But they obeyed not, neither inclined their ear, but made their neck stiff, that they might not hear, nor receive instruction.
