English Standard Version

21 For no prophecy was ever produced by the will of man, but men spoke from God as they were carried along by the Holy Spirit. (2Sa 23:2; Lu 1:70; Ac 1:16; Ac 3:18; 2Ti 3:16; 1Pe 1:11) 

New International Version

21 For prophecy never had its origin in the human will, but prophets, though human, spoke from God as they were carried along by the Holy Spirit. 

New International Reader’s Version

21 Prophecy never came simply because a prophet wanted it to. Instead, the Holy Spirit guided the prophets as they spoke. So, although prophets are human, prophecy comes from God. 

King James Version

21 For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Ghost.
