English Standard Version

4 and also for the innocent blood that he had shed. For he filled Jerusalem with innocent blood, and the Lord would not pardon. (2Ki 21:16) 

New International Version

4 including the shedding of innocent blood. For he had filled Jerusalem with innocent blood, and the Lord was not willing to forgive. 

New International Reader’s Version

4 Manasseh had spilled the blood of many people who weren’t guilty of doing anything wrong. In fact, he spilled so much of their blood that he filled Jerusalem with it. So the LORD refused to forgive him. 

King James Version

4 And also for the innocent blood that he shed: for he filled Jerusalem with innocent blood; which the LORD would not pardon.
