1El SEÑOR le dijo a Josué:2«Dile al pueblo de Israel que designe ahora las ciudades de refugio, como le ordené a Moisés.3Si un hombre mata a otro accidentalmente, puede ir a una de estas ciudades y quedar protegido de los parientes del muerto, que podrían tratar de vengarse y matarlo.4Cuando el homicida accidental llegue a una de estas ciudades, se presentará ante el consejo de la ciudad, les explicará lo sucedido y ellos lo recibirán y le proporcionarán un lugar para vivir en medio de ellos.5Si un pariente del muerto viene a la ciudad con intenciones de matarlo para vengarse, el homicida no podrá ser entregado, porque la muerte fue accidental.6»El hombre que causó la muerte deberá permanecer en la ciudad hasta que haya sido juzgado por todo el pueblo, y deberá vivir allí hasta la muerte del sumo sacerdote que estaba en el oficio en el tiempo del accidente. Entonces quedará libre para regresar a su ciudad y a su hogar».7Las ciudades elegidas como ciudades de refugio fueron: Cedes en Galilea, en la región montañosa de Neftalí; Siquén en las montañas de Efraín y Quiriat Arbá, también llamada Hebrón, en la región montañosa de Judá.8Se designaron también tres ciudades con el mismo propósito al lado oriental del Jordán, frente a Jericó. Estas fueron: Béser en el desierto, en la tierra de la tribu de Rubén, Ramot de Galaad, en el territorio de la tribu de Gad, y Golán en Basán de la tribu de Manasés.9Estas ciudades de refugio acogerían por igual a los extranjeros que vivían en Israel y a los israelitas, haciendo que todo aquel que cometiera un homicidio accidental pudiera huir a ellas para tener un juicio justo y no ser muerto por venganza.
1Then the Lord said to Joshua,2“Say to the people of Israel, ‘Appoint the cities of refuge, of which I spoke to you through Moses, (Ex 21:13; Nm 35:6; Nm 35:11; Dt 4:41; Dt 19:2)3that the manslayer who strikes any person without intent or unknowingly may flee there. They shall be for you a refuge from the avenger of blood.4He shall flee to one of these cities and shall stand at the entrance of the gate of the city and explain his case to the elders of that city. Then they shall take him into the city and give him a place, and he shall remain with them. (Dt 21:19; Rt 4:1; Sal 127:5)5And if the avenger of blood pursues him, they shall not give up the manslayer into his hand, because he struck his neighbor unknowingly, and did not hate him in the past.6And he shall remain in that city until he has stood before the congregation for judgment, until the death of him who is high priest at the time. Then the manslayer may return to his own town and his own home, to the town from which he fled.’” (Nm 35:12; Nm 35:24)7So they set apart Kedesh in Galilee in the hill country of Naphtali, and Shechem in the hill country of Ephraim, and Kiriath-arba (that is, Hebron) in the hill country of Judah. (Jos 14:13; Jos 21:11; Jos 21:13; Jos 21:21; Jos 21:32; 1 Cr 6:76; Lc 1:39)8And beyond the Jordan east of Jericho, they appointed Bezer in the wilderness on the tableland, from the tribe of Reuben, and Ramoth in Gilead, from the tribe of Gad, and Golan in Bashan, from the tribe of Manasseh. (Jos 21:27; Jos 21:36; Jos 21:38; 1 R 22:3; 1 Cr 6:71; 1 Cr 6:78)9These were the cities designated for all the people of Israel and for the stranger sojourning among them, that anyone who killed a person without intent could flee there, so that he might not die by the hand of the avenger of blood, till he stood before the congregation.
