1Jedermann sei untertan der Obrigkeit[1], die Gewalt über ihn hat. Denn es ist keine Obrigkeit außer von Gott; wo aber Obrigkeit ist, ist sie von Gott angeordnet. (Spr 8,15; Tit 3,1; 1Petr 2,13)2Darum: Wer sich der Obrigkeit widersetzt, der widerstrebt Gottes Anordnung; die ihr aber widerstreben, werden ihr Urteil empfangen.3Denn die Gewalt haben, muss man nicht fürchten wegen guter, sondern wegen böser Werke. Willst du dich aber nicht fürchten vor der Obrigkeit, so tue Gutes, dann wirst du Lob von ihr erhalten.4Denn sie ist Gottes Dienerin, dir zugut. Tust du aber Böses, so fürchte dich; denn sie trägt das Schwert nicht umsonst. Sie ist Gottes Dienerin und vollzieht die Strafe an dem, der Böses tut.5Darum ist es notwendig, sich unterzuordnen, nicht allein um der Strafe, sondern auch um des Gewissens willen.6Deshalb zahlt ihr ja auch Steuer; denn sie sind Gottes Diener, auf diesen Dienst beständig bedacht.7So gebt nun jedem, was ihr schuldig seid: Steuer, dem die Steuer gebührt; Zoll, dem der Zoll gebührt; Furcht, dem die Furcht gebührt; Ehre, dem die Ehre gebührt. (Mt 22,21)
Die Liebe, des Gesetzes Erfüllung
8Seid niemandem etwas schuldig, außer dass ihr euch untereinander liebt; denn wer den andern liebt, der hat das Gesetz erfüllt. (Gal 5,14)9Denn was da gesagt ist: »Du sollst nicht ehebrechen; du sollst nicht töten; du sollst nicht stehlen; du sollst nicht begehren«, und was da sonst an Geboten ist, das wird in diesem Wort zusammengefasst: »Du sollst deinen Nächsten lieben wie dich selbst.« (2Mo 20,13; 3Mo 19,18)10Die Liebe tut dem Nächsten nichts Böses. So ist nun die Liebe des Gesetzes Erfüllung. (Mt 22,40; 1Kor 13,4)
Leben im Licht des anbrechenden Tages
11Und das tut, weil ihr die Zeit erkannt habt, dass die Stunde da ist, aufzustehen vom Schlaf, denn unser Heil ist jetzt näher als zu der Zeit, da wir gläubig wurden. (Eph 5,14; 1Thess 5,6)12Die Nacht ist vorgerückt, der Tag ist nahe herbeigekommen. So lasst uns ablegen die Werke der Finsternis und anlegen die Waffen des Lichts. (Eph 5,11; 1Joh 2,8)13Lasst uns ehrbar leben wie am Tage, nicht in Fressen und Saufen, nicht in Unzucht und Ausschweifung, nicht in Hader und Neid; (Lk 21,34; 1Kor 3,3; Eph 5,18; 1Thess 4,12)14sondern zieht an den Herrn Jesus Christus und sorgt für den Leib nicht so, dass ihr den Begierden verfallt. (1Kor 9,27; Gal 3,27)
1Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.2Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves.3For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.4For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.5Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.6This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing.7Give to everyone what you owe them: if you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honour, then honour.
Love fulfils the law
8Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law.9The commandments, ‘You shall not commit adultery,’ ‘You shall not murder,’ ‘You shall not steal,’ ‘You shall not covet,’[1] and whatever other command there may be, are summed up in this one command: ‘Love your neighbour as yourself.’ (2Mo 20,13; 2Mo 20,17; 3Mo 19,18; 5Mo 5,17; 5Mo 5,21)10Love does no harm to a neighbour. Therefore love is the fulfilment of the law.
The day is near
11And do this, understanding the present time: the hour has already come for you to wake up from your slumber, because our salvation is nearer now than when we first believed.12The night is nearly over; the day is almost here. So let us put aside the deeds of darkness and put on the armour of light.13Let us behave decently, as in the daytime, not in carousing and drunkenness, not in sexual immorality and debauchery, not in dissension and jealousy.14Rather, clothe yourselves with the Lord Jesus Christ, and do not think about how to gratify the desires of the flesh.[2]

Если хочешь жить без страха перед властью, делай добро и получишь от неё похвалу.4Представитель власти на службе у Всевышнего для твоего блага. Если же ты делаешь зло, то берегись, он не напрасно носит меч. Он – слуга Всевышнего, орудие Его гнева, направленное на того, кто делает зло.5Так что необходимо подчиняться власти не только из страха перед наказанием, но и по совести.6Вы и налоги платите потому, что стоящие у власти – слуги Всевышнего, посвящающие себя своему делу.7Так что отдавайте всем то, что им надлежит: кому налог – налог, кому пошлину – пошлину, кому уважение – уважение, кому честь – честь.
О братской любви
8Не оставайтесь в долгу ни у кого ни в чём, кроме долга любви друг к другу, потому что любящий ближнего исполнил Закон.9Вот в чём суть повелений Закона: «Не нарушай супружескую верность», «не убивай», «не кради», «не пожелай чужого»[1], и суть любого другого повеления одна – «люби ближнего твоего, как самого себя»[2]. Приближение последнего дня
11Вы ведь знаете, какое сейчас время, что настал час пробудиться вам ото сна, потому что наше спасение сейчас гораздо ближе, чем оно было тогда, когда мы только уверовали.12Ночь приближается к концу, и наступает день. Так давайте же оставим дела тьмы и наденем доспехи света.13Будем жить достойно, как при свете дня, не предаваясь оргиям, пьянству, разврату, распущенности, вражде и зависти.14Пусть лучше Повелитель Иса Масих станет вашими доспехами. И не думайте об угождении своей греховной природе и её желаниям.
