English Standard Version

9 They set their mouths against the heavens, and their tongue struts through the earth. 

New International Version

9 Their mouths lay claim to heaven, and their tongues take possession of the earth. 

New International Reader’s Version

9 They boast as if they owned heaven itself. They talk as if they controlled the earth.
