Proverbs 8:29

English Standard Version

29 when he assigned to the sea its limit, so that the waters might not transgress his command, when he marked out the foundations of the earth, (Ge 1:9; Job 26:10; Ps 104:5) 

New International Version

29 when he gave the sea its boundary so that the waters would not overstep his command, and when he marked out the foundations of the earth.

29 It was when he set limits for the sea so that the waters had to obey his command. When the LORD marked out the foundations of the earth, I was there.
