21 obliging them to keep the fourteenth day of the month Adar and also the fifteenth day of the same, year by year, 

New International Version

21 that they should celebrate annually the fourteenth and fifteenth days of the month of Adar

21 Mordecai told them to celebrate the 14th and 15th days of the month of Adar. He wanted them to do it every year.
