English Standard Version

4 He who sits in the heavens laughs; the Lord holds them in derision. (Job 22:19; Ps 11:4; Ps 29:10; Ps 37:13; Ps 59:8; Pr 1:26; Isa 40:22) 

New International Version

4 The One enthroned in heaven laughs; the Lord scoffs at them. 

New International Reader’s Version

4 The God who sits on his throne in heaven laughs. The Lord makes fun of those rulers and their plans.
