English Standard Version

2 the chiefs of Israel, heads of their fathers’ houses, who were the chiefs of the tribes, who were over those who were listed, approached (Nu 1:4) 

New International Version

2 Then the leaders of Israel, the heads of families who were the tribal leaders in charge of those who were counted, made offerings. 

New International Reader’s Version

2 Then the leaders of Israel brought their offerings. The leaders were the heads of the families. They were the leaders of the tribes. They were in charge of the men who had been counted.
