Exodus 18:21

21 Moreover, look for able men from all the people, men who fear God, who are trustworthy and hate a bribe, and place such men over the people as chiefs of thousands, of hundreds, of fifties, and of tens. (De 1:15; De 16:18; 2Ch 19:5; Ac 6:3)

New International Version

21 But select capable men from all the people – men who fear God, trustworthy men who hate dishonest gain – and appoint them as officials over thousands, hundreds, fifties and tens.

21 But choose men of ability from all the people. They must have respect for God. You must be able to trust them. They must not try to get money by cheating others. Appoint them as officials over thousands, hundreds, fifties and tens.
